But the Laotian incursion convinced the majority of Americans that the war was unwinnable, and that sacrifices on behalf of the South Vietnamese were no longer warranted. A Harris poll taken in early May 1971 opened its sum- Nixon’s War 19 mary: “The tide of American public opinion has now turned decisively against the war in Indo-China. ’”21 Johnson’s war had become Nixon’s war, and the American people were dissatisfied with his management of the conflict. Domestic political pressure was building, as the president sought to disengage from the war without destroying America’s strategic position in the Cold War.

The first battle of the campaign would thus be a battle for access, with the North Vietnamese forces fighting their way toward the staging areas for the offensive. That battle opened in early November 1971, as the dry season began in Laos and men and matériel began to move down the Ho Chi Minh Trail. 4 CO MMAND O HUNT VII The first battle of this campaign was fought in and over the jungles and the mountain passes of Laos, as the North Vietnamese army moved men and supplies toward the staging areas for the offensive.

The key point was that “the battlefield is where victory will be decided. ”12 It is noteworthy that already, before the offensive began, the Politburo members were looking toward the struggle that would continue after the negotiated settlement with the Americans. They expected a later phase to follow the offensive and the peace settlement, one that would end only with the unification of Vietnam. The nature and duration of this phase would depend on the outcome of the 1972 offensive, which would define the degree of political and territorial control wielded by each side.
